I have the honour to forward to you for transmission to His Excellency the Governor a petition signed by a number of the promoters of the Kwong Wa Hospital at Kowloon together with the leading residents and shops doing business at Yamati, Hunghom, Kowloon City and Tsim-sha-tsui for the grant of a piece of crown land for the erection of a small-pox hospital.

The two plans showing the site and hospital buildings have already been handed to you by me on a previous Occasion, and I beg you to he so good as to submit the same with the petition for the favourable consideration of His Excellency with your recommendations as soon as is convenient.

I may point out that the granting of this piece of land at this juncture is of the utmost importance to those who are engaged in providing adequate accommodation for the indigent sick at British Kowloon and the New Territories as it will enable them to complete their charitable scheme and at the same time to take advantage of the surplus "small-pox institution funds" which have recently been colledted by the Tung Wa Hospital Directors and of which by a resolution dated the 5th. of September, 1909, a portion will be voted towards the erection of the Kowloon small-pox Hospital.
